What is the GHG quota?
The Federal Immission Control Act (BImSchG) obliges companies that put fossil fuels into circulation to annually reduce the greenhouse gases caused by their sold fuel. To meet these greenhouse gas reduction targets, the obligated companies have various options, for example the use of biofuels or green hydrogen. In order to support the development of charging infrastructure for electrically powered vehicles, since the beginning of 2022 the obligated companies have also had the option of crediting a lump sum of 2,000 kWh per electric vehicle.
How does GHG quota trading work?
The Federal Environment Agency checks and certifies the tradable electricity quantities for the applicants. For quota trading, sellers and obligated buyers of the GHG quota then conclude a quota trading contract. They submit this contract to the main customs office. The main customs office checks and monitors the traded GHG quota quantities as well as the quota fulfilment obligation of the mineral oil companies. Quota trading takes place through bilateral trading relationships, which is why it is attractive for the sellers of GHG quotas to commission a service provider that is well networked in GHG quota trading to broker the GHG quota quantities to the companies obligated to meet the quota.
How can e-fleet operators sell their GHG quotas?
As of 1 January 2022, owners of electric vehicles and operators of charging points are* owners of the GHG quota and thus entitled to resell it. While owners of electric vehicles can resell a flat rate of 2,000 kWh per vehicle, the GHG quota of public charging points will be measured and sold exactly in kWh. Thus, the spectrum of quota sellers from charging electricity ranges from e-mobilists to industrial charging point operators. E-fleet operators benefit particularly thanks to their number of vehicles.

So are fleet operators selling on their CO2 savings from converting to e-mobility? Are there consequences for sustainability reporting?

No. Even if a company would not introduce its own company fleet until 2022 and had no direct emissions from company mobility before, the company can benefit from a newly introduced e-fleet within the framework of GHG quota trading. GHG quota trading does not affect the de facto emissions of this e-fleet in the calendar year. In sustainability reporting, it is therefore recommended to record the company's own emissions from operational mobility in accordance with GRI 305 and to indicate that the company has participated in GHG quota trading with a defined number of electric vehicles.
On what basis is the GHG bonus calculated?
The GHG quota is calculated on the basis of energy units of fossil fuels whose circulation is to be mitigated. While these energy units are given in kWh, the Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) provides flat kWh estimates for different vehicle types. Purely battery-electric vehicles of vehicle class M1 are given exactly 2,000 kWh for the year 2022. For the vehicle classes N1 (light commercial vehicles) and M3 (buses), higher estimated values are levied. In the case of public charging stations, kWh will be charged exactly.
How often can I benefit from the bonus?
The trading of the GHG quota takes place annually, so fleet operators can benefit from the bonus annually per e-vehicle.  
What requirements do fleet managers and fleet operators have to fulfil in order to benefit from the GHG quota?
Holders of e-vehicles only need the vehicle registration document (front and back) and the e-vehicle GHG quota transfer contract to sell the GHG quota rights in order to benefit from the bonus.
What about the charging infrastructure at home and at work?
Only those who stop at public charging stations can benefit from the GHG quota from the kWh charged there. Both wallboxes at employees' homes and charging infrastructure in company car parks that are not publicly accessible do not meet the criteria of "public charging infrastructure".
